The conservation of materials is a necessary part of the mobilization program in both government and industry. Substitution, salvage, specification, simplification, and standardization are the five major parts of the conservation program of National Production Authority. For the lumber and wood-using industries, the research and waste utilization program must be added to these five major parts. More intensive application of silvicultural methods and forest management practices should be carried out, either for the time when defense needs arise or for the future, to produce timber of desired strength properties and sizes within a minimum period of years. Logging operations should be as efficient as possible so that different quality logs will be allocated to the proper uses. The removal of the entire content of each tree at a profit during or immediately after the logging operations may be reached through intensive research. Low-cost assembly of wood waste at one central point is the key to successful utilization of both primary and secondary plant waste. In times of national stress, the supply of metals, plastics, and other materials is not adequate to meet the total of military and civilian needs. For the present, lumber and wood products are more readily available than other materials. Wood must fill the gap, and the lumber and wood products producers must be ready to meet the needs of an expanding program.
