This paper develops the thesis that simple product standards are an essential part of any manufacturing system that requires quality assurance and that piecemeal attempts to convert product standards into performance standards lead to unwieldy quality-control systems and also to confusion in the interpretation of those standards. This is particularly true of attempts to build performance requirements for adhesives into standards for wood products.
